Fired empty case with SW1911

Why does S&W ship a fired empty case with their SW1911's? Do other gun companies do this as well? Thanks.

Some states (I misremember which, but those few even more repressive than yours.) require all new handguns to be accompanied by a fired cartridge case to be sent to the Authorities for the purpose of ballistic fingerprinting. Or for the purpose of running up the cost and inconveniencing everybody concerned so as to reduce gun sales. Or to give work to bureaucrats and desk cops. Take your pick.

I choose all of the above, except ballistic fingerprinting.
