Absolutely. Apply the oil and rub lightly or moderately with the steel wool. 3 in 1 oil works too. Should get rid of the surface rust. Hopefully it's not pitted. But the grips will hide that.
Earlier posted suggestions will work ...but my favorite on that kind of rust is Iosso Bore Cleaner. Left overnight, the rust will wipe off with a coarse cloth; then oil and wipe off the excess.
P.S. I don't leave Iosso on bluing for long periods and clean it off more thoroughly.
It's stainless, but there are several alloys of stainless, this is what is a magnetic alloy, (has more iron in it than some others) therefore it will rust.
Well, I tried that Big45 Metal Cleaner with some gun oil and all it did was leave dark spots where the rust was.
Gave up and put some different grips on.
There's no way I'd use metal or scotchbrite on that... a toothbrush and 3-n-1 oil. You need to dissolve and loosen the rust, not grind it off. And you will not be rust proofing either, so after you are sure it's 100% "right" you might try a spritz of BC Barrier spray
You could try Evap-O-Rust, but it would take the finish off the frame.
