Probably a Safariland duty holster.

Probably the 6004 https://www.safariland.com/products/...ter-19858.html

Honestly, the pictures are so bad there's no way you can really tell what it is. But why does it matter? It's a drop leg holster with a rotating hood for what appears to be a 1911 with a light. Safariland has got to have one. G Code probably makes one. Bladetech might have one. Tier 1 Concealed might have one. Comptac maybe. Etc.

What is so special/critical about THIS holster that nobody else has?

Otherwise go to google images and search "holster with rotating hood" and see if you get lucky and can match it up to something.
