That's the correct path.

An ROE doesn't stop a bullet from going over the top, a backstop high enough does regardless of shooter competency.

Club Draconian SOP's are really more a 50 rule than a 180 rule. Can't point gun higher than parallel to the ground, and the shooter is under cover with a table....
