In some states when issued a CPL/CCW the license only applies to the firearms listed on the permit. The gun's serial number is required for the permit.

I don't think the "red dots" burn. They are meant to identify the powder in the canister, like Green dot and Blue dot!

It seems there are always a few everywhere.
