Do all new Colts come with a SPENT case?

If so when was this introduced?

Many new pistols come with a spent case. I remember new S&W pistols having them in the box in the early 1990's. My understanding is that a couple of eastern seaboard states require one to be sent by the dealer to some wiz bang state agency that catalogs the firing pin and breach face marks. This is stored in a database to solve gun crimes. The theory is that the police could find an unknown casing at a shooting, run it through the data base and identify the owner (aka suspect) by matching the unknown case to a known one in the data base.

About 1/2 way down the page a posting indicates that in 2002 N.Y. was slated to spend 8 million on the program and that they had (up to that point) never identified a suspect under the above scenario. I personally find the thread goes a little far to the crazy and wanted to start making tin foil hats by the time I was done reading it, but there is some good information there nonetheless.

No. Only some socialist states require it.

My S70 nor my 1991 did not came with one last year. I guess PA is still non-socialist...so far.

I was just curious, as mine did not have one either. I see where other manufacturers do this and wondered if I was missing something.

No we do not ship any guns with fired cases as a standard practice.
