As the Brady Campaign says on its web site, South Carolina was the first state to pass a "one gun a month" law. That was in 1975.
What the Brady Campaign does not say is that the South Carolina law accomplished nothing good at all except penalize honest people and make the Brady Campaign happy. So after twenty-nine years of experience with that law, South Carolina repealed its "one gun a month" law on May 24, 2004. The repeal has done nothing bad at all except make the Brady Campaign unhappy. Experience, knowledge, and common sense have nothing to do with politics, of course, but it is perhaps worth noting that Governor Rendall is attempting to jump on a train that left the station and crashed a generation ago. There also are federal laws that address straw purchases and they are vigorously enforced by the BATFE and--even more enthusiastically--by Mayor Michael Bloomberg of New York City. Mayor Bloomberg is currently in the process of displacing the BATFE in that arena, after which time no city in this country will have any crime problem. Except maybe that caused by a rogue Mayor who uses his private fortune to tyrannize everyone in his reach. It should also be noted that BATFE, joined by organizations in the public sector, have mounted a "Don't Lie for the Other Guy" campaign to further discourage straw purchase. I wonder if any of PA's legislators used to work in CA's state legislature. The one handgun a month lunacy is still being done here in CA and of course, there's no proof that it has ever had any positive impact on crime.
