As to them not being a law, yes, that is technically correct, but since they have the "full force and effect of law", can't be overturned unless a 2/3 majority vote, they might as well be laws. This link contains every Executive Order Obama has signed since being in office. It is current through today, Jan 18, and it does not list anything that he signed on the 16th.
