My LGS received over 80lbs of W231 and HP-38 late last week. Since they are rationing one container of each per person I was able to get 1lb of 231 and 1lb of HP-38.

Personally I would save the jacketed to push near or at magnum speeds (using powder like 2400 or W296), lead is a better choice for...

For light/moderate target loads I use 158gr LSWC and LRN using Unique with either standard or magnum primers. For higher performance I go to 158gr JHP's using W296.
